You use an expander mandrel for neck tension. Prior to that, you must resize the neck down so the inner diameter is below the size of the expander mandrel you’re using. This can be accomplished by either using a bushing die or a honed sizing die. Bushing dies make it easy to change the outer diameter sizing dimension to match different brands of brass or bullets. Honed dies are custom-ordered (and not terribly expensive) and specific to one brass band at best, but produce straighter necks.
By the time you care enough to actually worry about neck tension, standardizing around Lapua brass (or Alpha) should not be a big deal.
