That’s “normal”. Russian steel ammo is generally significantly lower powered. A lighter buffer should get you back on track. I tune my guns to be on the ragged edge of function with steel, then deal with slight over gas with brass. Keep in mind that powder burn rate and pressure is connected to temperature. If it runs okay in summer it may not during winter, so being a little over gased is better then not enough. (this is how most militaries set up guns). Adjustable gas blocks are the next option, but unless it’s just a toy for the range I recommend against getting one.
