    I understand your question and don’t have the exact law or FFL requirement to point to, but my understanding is what comes in as a unit must go out as a unit. Anecdotally- I just went to my LGS and they had a 300blk pistol fully set up. I just wanted the upper receiver, barrel, bcg, etc. Owner said he could take the red dot and flashlight off, but can’t disassemble what he received as a complete firearm. Now, this all comes with the disclaimer that the lgs owner isn’t an attorney and he could have just been trying to talk me into buying the full pistol.
