If you want max possible accuracy and steady velocities out of the bag, you should be sizing the necks to make sure the neck tension is the same from case to case.
It’s not unusual for case necks to be very tight from the factory and to get bashed out-of-round from transport.
If you don’t care, you can just load and shoot. You don’t need to anneal.
